Welcome to the July Edition of LSERS Employer eNews, enclosed in this issue is information regarding the approaching for the September 1st deadline to report critical shortages of bus operators and the August 15th deadline for Retirement Annual Salary.  I encourage you to contact our knowledgeable staff to assist you with any questions or concerns.

FY 2018-19 is Here!Thanks to all employers who timely resolved their salary and contributions exceptions.  Because of your efforts, LSERS successfully closed FY 2017-18 on time.
Effective July 1, 2018, the employer contribution rate increased slightly, to 28%.  The member rate remains at 7.5%, or 8% if the member’s first state service date was on or after July 1, 2010. 2018-19 salary contributions uploads can begin August 1, 2018.

September 1st Deadline for Reporting Critical Shortage of Bus Operators

Requirements of La. R.S. 11:1007 must be met by September 1 before enrolling retirees returning to work (RTW) under the critical bus operator shortage provisions (i.e., full-time bus operators).

Annual Questionnaire on Privatization

Please remember that all school systems must complete an annual questionnaire covering the period through the preceding fiscal year regarding elimination of positions through privatizing, outsourcing, contracting the service with a private employer, or any other means. The Annual Questionnaire is now available online. The information contained within the questionnaire should be certified by the School System Superintendent and returned to LSERS on or before October 2, 2018.

Retirement Annual Salary (RET) File – Due August 15, 2018

All school systems must submit an annual retirement salary file for the fiscal year ending June 30. The salary file should include annual earnings of each person paid by the employer. Note: do not include reimbursements of operating expenses for bus operators, as those reimbursements are not subject to retirement contributions.

Retiree Return to Work 1006 (RTW 1006 Earnings Limit Provision)

Employers should enroll RTW retirees under La. R.S. 11:1006 earnings limit law if they do not qualify as Full-Time Bus Operators under Bus Operators Shortage law. Here are some reminder points for RTW 1006 enrollments: Refer to Fact Sheet - 18 Retirees Who Return to Work for more details.

Minimize Refund Payment Delays for EmployeesEmployees should be advised that, when applying for a refund, they may not receive their refund payment before 120 days after their last day of employment.

How can you help save time?
  • Complete and submit Form 5- Service Credit Verification when certifying a refund application for refunding members who have close to 10 years of service – or, close to 5 years if enrolled on or after July 1, 2010
  • Ensure member’s LSERS membership record is current (terminated, exceptions cleared, etc.)
  • Call 225.922.0220 or email Kimberly Stephens to expect the application, so she can review account
  • Email application and related documents to, or fax them to: 225.922.1001
